Reaksi Masyarakat Malaysia terhadap Perintah Kawalan Pergerakan (PKP) Semasa Penularan Wabak Covid-19 (Malaysian’s Reactions on Movement Control Order (MCO) during the Covid-19 Pandemic)

Abstract


COVID-19 telah diisytiharkan sebagai satu pandemik kesihatan. Ia secara tidak langsung bukan sahaja memberikan kesan terhadap kesihatan seseorang individu yang dijangkiti bahkan ia boleh mengancam kepupusan di sesebuah negara jika tidak diatasi dengan cepat dan bijak. Penjarakkan sosial sepertimana diwar-warkan oleh Pertubuhan Kesihatan Sedunia (WHO) merupakan salah satu pencegahan kesihatan awam yang berkesan dalam memutuskan rantaian jangkitan COVID-19. Justeru itu, artikel ini menilai mengenai reaksi masyarakat serta kepatuhan masyarakat terhadap PKP yang dilaksanakan oleh kerajaan Malaysia. Kajian ini dilaksanakan ketika PKP berada di fasa ketiga. Kajian menggunakan pendekatan kuantitatif sebagai kaedah utama iaitu menggunakan borang soal selidik yang diedarkan secara dalam talian menggunakan google form. Seramai 959 orang responden telah menjawab soal selidik ini. Dapatan utama kajian mendapati majoriti responden memberikan reaksi positif terhadap arahan PKP yang telah dikeluarkan. Dari segi kepatuhan pula, majoriti responden turut menyatakan kepatuhan mereka terhadap PKP. Namun demikian, didapati antara sebab kepatuhan ini adalah disebabkan oleh visibility pihak berkuasa yang ditempatkan di seluruh negara. Adalah lebih baik jika kesemua rakyat negara ini mematuhi PKP kerana ‘self internalization’ mengenai kesedaran perlunya mematuhi PKP, iaitu memastikan rantaian jangkitan COVID-19 dihapuskan daripada membimbangi akibat seandainya ditangkap oleh pihak berkuasa. Keseluruhannya, masyarakat mengambil cakna terhadap arahan PKP dan pihak kerajaan juga sudah semakin melonggarkan arahan PKP dengan memperkenalkan kini Perintah Kawalan Pergerakan Pemulihan (PKPP) yang menekankan kepada kawalan kendiri anggota masyarakat.

Abstract


COVID-19 has been declared a pandemic and social distancing as addressed by the World Health Organization (WHOis one of the most effective public health measures to break infection chain. This article examines the reaction of the community and the community’s compliance with the PKP implemented by the Malaysian government. This study was conducted when the PKP was in its third phase. Studies use quantitative approaches as the main method of using questionnaires distributed online using google form. A total of 959 respondents answered this questionnaire. The main finding is that most respondents reacted positively to the PKP. On the other hand, most respondents also expressed their allegiance to the PKP. However, one of the reasons for this compliance is due to the visibility of authorities located throughout the country. But it would be more success if all citizens adhere to the PKP because of self control to ensure that the COVID-19 infection chain is eliminated from the defense if it is arrested by the authorities. Overall, the public has taken to the PKP’s direction and the government has further liberalized the PKP directive by introducing the Recovery Movement Order (PKPP) which emphasizes the self-control of members of the community.
