Abstract
There are several issues identified to underlie the basis for the development of information policy. It is the aim of this paper to analyse these issues, thence grouped them into six categories known as technical and scientific information, library, information and communication technology, social, government information, and economy. These issues require grouping in order to ease the analysis of information policy of any country. Classification of issues underlying information policy is crucial as it is an area yet to gain academic maturity. Furthermore, classification could help determine the focus of information policy. Document content analyses which takes the form of literature review in the area of information policy is the technique adopted to gather qualitative data for analysing the issues embracing the development of information policy. Finding indicates that there is only minimal change in the information policy grouping since the first research. The change is limited to the variety of issues that fits the group. A number of information policy models were analysed to identify the issues central to the development of information policy.
