Sokongan Sosial Pasca Operasi untuk Pegawai Undercover: Kajian di Suruhajaya Pencegahan Rasuah Malaysia (SPRM) (Post-Deployment Social Support for Undercover Officer: A Case Study of Malaysian Anti-Corruption Commission (MACC))

Abstract


Isu kesejahteraan mental pegawai undercover sering menjadi cabaran dalam operasi undercover di Suruhanjaya Pencegahan Rasuah Malaysia (SPRM). Lantaran itu, sokongan sosial sama ada secara formal mahupun tidak formal adalah amat penting khususnya dalam resosialisasi pegawai undercover ke dalam jabatan kerja. Makalah ini ingin meneliti jenis sokongan sosial yang diterima oleh pegawai undercover setelah tamat operasi dan masuk semula ke persekitaran pekerjaan formal. Kajian kualitatif ini dilakukan dengan menemubual secara mendalam seramai sembilan orang informan yang terdiri daripada bekas pegawai undercover yang dipilih menggunakan pensampelan bertujuan. Dalam kajian ini, pengkaji memilih informan yang mempunyai latar belakang pengalaman dalam menjalankan tugas penyamaran bagi kes bersindiket. Hasil kajian mendapati pegawai undercover mendapat kedua-dua sokongan sosial formal dan tidak formal daripada pelbagai pihak termasuklah pegawai pengendali, rakan sekerja di Unit Perisikan, rakan sekerja di dalam dan luar SPRM. Hasil kajian turut menunjukkan bahawa sokongan emosi dan sokongan informasi merupakan bentuk sokongan yang paling dominan diterima. Sokongan sosial dilihat dapat mengurangkan tekanan semasa proses penyesuaian semula pegawai undercover dalam persekitaran pekerjaan formal. Implikasi teoretikal kajian ini adalah menjadikan pemulihan pegawai undercover lebih efektif dengan sokongan sosial seperti sokongan sosial formal daripada organisasi dan juga sokongan sosial tidak formal. Dari segi praktikal pula, kajian ini dapat dijadikan panduan kepada SPRM dan juga agensi penguatkuasaan yang lain dalam merangka dan menggubal dasar yang bersesuaian bagi membantu pegawai undercover semasa untuk menjalani proses resosialisasi dalam persekitaran pekerjaan formal dengan mengambil perhatian terhadap jenis sokongan sosial yang efektif dan praktikal.

Abstract: The issue of mental well-being of undercover officers is often a challenge in undercover operations at the Malaysian Anti-Corruption Commission (MACC). Therefore, social support is very important, especially in the resocialization of undercover officers into their respective departments. This paper seeks to examine the type of social support received by undercover officers after the end of the operation. This qualitative study was conducted by in-depth interviews with nine informants consisting of former undercover officers who were selected using purposive sampling. In this study, the researcher selected informants who had a background of experience in carrying out undercover duties for syndicate cases. The results of the study found that undercover officers received both formal and informal social support from various parties including operating officers, colleagues inside and outside of the MACC. The results of the study also showed that emotional support and information support were the most dominant forms of support received. Social support has been found to reduce stress during the readjustment process of undercover officers returning to their workplace. The theoretical implication of this study is to make the rehabilitation of undercover officers more effective with social support. In terms of practice, this study can be used as a guide for the MACC and other enforcement agencies in formulating and enacting appropriate policies to assist current undercover officers to undergo the resocialization process.
