Makna rasa selamat komuniti Malaysia dalam Program Skim Rondaan Sukarela: Kajian kes KRT Taman Putera Jaya, Kota Kinabalu, Sabah (The meaning of safety in Malaysia’s community development programmes: A case study of KRT Taman Putera Jaya, Kota Kinabalu, Sabah)
Abstract
Pengertian terhadap makna rasa selamat di kalangan komuniti merupakan sumbangan utama dalam merangka strategi pencegahan jenayah dan menangani isu keselamatan awam di Malaysia. Realiti sosial ini membantu komuniti memahami dan menginterpretasi masalah harian yang dihadapi dan dizahirkan melalui keterlibatan secara aktif dalam organisasi sukarelawan keselamatan komuniti sehingga menghasilkan budaya pemerkasaan. Kajian ini memberikan tumpuan terhadap makna rasa selamat yang dikonstruk berdasarkan pandangan dunia komuniti di Sabah. Data primer diperolehi dari 10 orang informan di Kawasan Rukun Tetangga (KRT) Taman Putera Jaya, Kota Kinabalu melalui sesi temubual mendalam dan perbincangan kumpulan secara tak formal. Hasil kajian mendapati pengertian "selamat" yang difahami oleh komuniti di Sabah bukan sahaja melibatkan aspek luaran atau fizikal semata-mata tetapi tetapi juga aspek psikologi dan emosional yang turut dipengaruhi oleh lokaliti dan budaya mereka.

Understanding the real meaning of safety for a community does contribute to the formulation of crime prevention strategies. In Malaysia a local community’s understanding and interpretation of their sense of safety may prompt them to participate actively in voluntary organisations and create thereby a culture of empowerment. This study focused on the construction of a Sabahan community’s meaning of safety based on their world view. Primary data were gathered from in-depth interviews and focus group discussions with 10 informants of the Taman Putera Jaya neighbourhood safety area (KRT), Kota Kinabalu. The findings revealed that the community’s meaning or sense of safety entailed not only the external and physical but also psychological and emotional aspects which in turn were influenced by their locality and culture.
