Membangun pekerja pengetahuan di Kawasan Technopole : Merealisasi permuafakatan pintar industri kecil dan sederhana di BHTV dan MSC (Developing knowledge workers in the Technopole Area : Realizing smart collaboration of small and medium industries in BHTV, Indonesia and MSC, Malaysia)
Abstract
Pembangunan ‘pekerja pengetahuan’ di kawasan industri berteknologi tinggi (technopole) merupakan agenda pembentukan modal insan di peringkat global. Sesebuah technopole hanya akan terus berkembang sekiranya berjaya membangunkan modal insan pekerja pengetahuan mereka sendiri. Makalah ini bertujuan meneroka peluang kerjasama pembangunan ‘pekerja pengetahuan’ antara dua zon perindustrian, iaitu Bandung High-Tech Valley (BHTV) di Indonesia dengan Malaysian Multimedia Super Corridor (MSC) di Malaysia. Kajian ini menggunakan pendekatan kerjasama permuafakatan pintar (CQ). Manakala kaedah analisis SWOT (kekuatan, kelemahan, peluang dan ancaman) digunakan sebagai asas penilaian. Hasil analisis mendapati memang terdapat kekuatan dan peluang untuk jaringan strategik itu berlaku. Usahawan Kelas Menengah (UKM) di BHTV dan firma industri kecil dan sederhana (SMI) di MSC perlu mengatasi kelemahan dan ancaman yang mereka hadapi dengan menyemai budaya permuafakatan pintar (CQ). Untuk tujuan itu, para pelabur SMI atau UKM di kedua-dua kawasan itu perlu bertindak dengan inisiatif sendiri membangun modal insan ‘pekerja pengetahuan’ mereka dengan mewujudkan jaringan strategik dan permuafakatan pintar.

Development of knowledge workers in high-tech industries areas (technopoles) is a global agenda. A technopole will continue to grow only when they are capable of successfully developing their own knowledge workers. The present article aims at identifying the forms of cooperation in the development of knowledge workers between two industrial zones namely Bandung High-Tech Valley (BHTV) in Indonesia and Malaysian Multimedia Super Corridor (MSC) in Malaysia. The method employed in this study was based on smart collaboration (CQ) and
SWOT (strenghts, weaknesses, opportunities and threats) analysis was used to asses the levels and benefits of cooperation. Result of the analysis showed that there are strenghts and opportunities for strategic networking to take place.
