Hubungan Asean-Sino: Antara Order Asia Atau Dilema “China’s Rise”(Sino-Asean Relations: Between Asia Order Or Dilemma "China's Rise")
Abstract
Di Asia Timur, hubungan antara China dan Persatuan Negara-negara Asia Tenggara (ASEAN) semakin berkembang. Walaupun terdapat perbezaan, hubungan antara kedua-dua pihak ini telah melihat peningkatan yang ketara sepanjang dekad yang lalu, terutamanya apabila dibandingkan dengan ketidaksefahaman yang pernah timbul dalam hubungan tersebut.Berdasarkan sumber primer dan sekunder, kajian ini adalah untuk melihat sejauh mana hubungan dua hala ASEAN-China mampu membentuk kerjasama dalam konteks politik, keselamatan dan ekonomi selain mengupas mengenai strategi kedua pihak dalam mengendalikan isu-isu strategik seperti persepsi China’s Threat,hubungan Ekonomi ASEAN-China, latar belakang hubungan dua hala Asean-China dan sebagainya. Justeru, bagi mendalami kefahaman mengenai perkara pokok kajian ini, beberapa aspek turut dibincangkan antaranya latar belakang hubungan dua hala ASEAN-China dan penglibatan China dalam multilateral ASEAN. Di samping itu, kajian ini juga turut membuat analisis hubungan dua hala kedua pihak. Kertas kajian ini mendapati bahawa melalui penglibatan dalam beberapa siri dialog multilateral, China berubah dari curiga dan beransur-ansur menerima idea kerjasama keselamatan dan multilateralism. Walaubagaimanpun, interpretasi multilateralism China adalah terhad, kerana mereka menganggapnya sebagai tambahan, berbanding dengan perdekatan Bilateral Tradisional. China juga menentang institusi formal ASEAN Regional Forum (ARF), seperti yang diinginkan oleh Negara Barat. Beijing selesa dengan pemahaman bahawa ASEAN adalah pemandu terhadap forum tersebut dan tidak akan menyentuh isu penting di China.

Abstract
In Asian East, the relationship between China and South East Asian Country Society (ASEAN) has expanded. Eventhough there have some differences, the relationship between these two countries looks having an obvious increasing within past decade, especially when its compare to arising misunderstand matters in the relationship. Through the primary and secondary sources, the investigation papers are to see how far the 2 ways relationship between ASEAN-China can build cooperation in politics,safety and economy, besides, study the strategies both sides in handling strategic issues such as "China’s Threat” Perception, ASEAN-China economy relationship, ASEAN- China two ways relationship background and more. Thus, to understand deeply about this study, a few aspects are discuss like ASEAN- China two ways relationship background, China appearance in ASEAN multilateral. Besides that, this article also make an analysis between this the 2 ways relationship. From this investigation, through appearance in a few dialogue multilateral series, China has change from suspicious to accept slowly about the safety cooperation idea and multilateralism. However, China multilateral interpretation was limited because they assumed it is as additional compared to Bilateral Traditional. China also fight the formal institution, ARF, as pleased by the West Country. Beijing is comfortable with the understanding method that ASEAN will drive the forum which is does not touch important issue in China.
