Corak perbelanjaan dan pemilikan aset dalam kalangan penjawat awam (Expenditure patterns and asset ownership among civil servants)
Abstract
Pemilikan aset dapat memberi pelbagai manfaat kepada pemilik dan melambangkan pencapaian diri seseorang serta seisi rumah. Walau bagaimanapun, pemilikan aset sinonim dengan penambahan peningkatan hutang seisi rumah khususnya dalam kalangan penjawat awam sekiranya corak perbelanjaan tidak diuruskan dengan sistematik. Maka, matlamat kajian ini adalah untuk mengenalpasti jenis-jenis pemilikan aset dalam kalangan penjawat awam dan mengkaji elemen kewangan iaitu pengetahuan kewangan, sikap kewangan dan sumber kewangan dalam perbelanjaan terhadap aset-aset yang dimiliki. Seterusnya, mengkaji corak perbelanjaan penjawat awam dalam memiliki aset sama ada untuk memenuhi keperluan fisiologi dan sosiologi atau kemahuan dan kehendak. Elemen kewangan dan corak perbelanjaan dalam pemilikan aset diukur untuk melihat dengan lebih jelas hubungan di antara kedua-dua pembolehubah ini. Kajian kuantitatif ini melibatkan seramai 396 orang responden yang terdiri daripada penjawat awam di Putrajaya. Hasil kajian menunjukkan bahawa penjawat awam mengutamakan keperluan asas sebelum memenuhi keperluan yang lain sekaligus menepati Teori Hierarki Keperluan Manusia Maslow (1943) yang menafsirkan keperluan asas manusia perlu dipenuhi sebelum keperluan lain dipenuhi. Secara keseluruhan, melalui ujian korelasi yang dijalankan, elemen kewangan mempunyai hubungan yang signifikan dengan corak perbelanjaan dalam memiliki aset seisi rumah. Implikasi kajian ini dapat menjelaskan corak perbelanjaan dalam pemilikan aset seisi rumah dalam kalangan penjawat awam khususnya dalam pengurusan ekonomi keluarga.

Asset ownership could bring variety of benefits and could be portrayed as symbol of self and household-accomplishment. However, asset ownership is synonymous with increasing in household debt, especially among civil servants if spending patterns are not managed systematically. Therefore, this study was conducted to assessed the spending pattern in acquiring assets among the civils servants whether it meets the physiology & sociology needs and desire. Financial elements and spending patterns in asset ownership were measured to see more clearly the relationship between these two variables. This quantitative study involved 396 respondents of civil servants in Putrajaya. The finding shows that civil servants prioritize basic needs before meeting other requirements while in line with Maslow's Theory of Hierarchy of Human Needs (1943) which interprets basic human needs must be met before other needs are met. Overall, through the correlation test conducted, the financial element had a significant relationship with the spending pattern in owning the assets of the whole household. The implications of this study can explain the spending pattern in household asset ownership among civil servants, particularly in family economic management.
