Faktor yang mempengaruhi keputusan pembelian rumah kuota Unit Kediaman Penjawat Awam di Putrajaya (Factors influencing housing purchase decisions of Civil Servant Reserved Unit buyers in Putrajaya)
Abstract
Dewasa ini, pasaran perumahan di Malaysia kian matang apabila pembeli cenderung bersikap selektif dalam pemilihan rumah sebelum membuat keputusan pembelian rumah. Bayaran bulanan pembiayaan pinjaman perumahan menghampiri 60% daripada jumlah gaji bulanan telah merangsang pembeli untuk memberi perhatian kepada banyak faktor kerana melibatkan jumlah yang besar dan tempoh komitmen yang lama. Oleh demikian, kajian ini bertujuan mengkaji faktor-faktor yang mempengaruhi keputusan pembelian Rumah Kuota Unit Kediaman Penjawat Awam (CSRU) di Putrajaya. Kaedah kuantitatif secara tidak rawak dan persampelan mudah telah dilakukan dengan penglibatan 269 responden yang terdiri daripada pembeli rumah CSRU di Putrajaya. Analisis deskriptif min digunakan untuk menjawab objektif kajian. Hasil penemuan mendapati faktor paling utama yang mempengaruhi keputusan pembelian rumah CSRU adalah faktor lokasi, diikuti faktor struktur rumah dan akhirnya faktor kewangan. Semua pihak berkepentingan dalam sektor perumahan perlu meneliti dan memberi penekanan terhadap dapatan kajian kerana telah terbukti faktor-faktor yang dikaji mempengaruhi keputusan pembelian rumah CSRU sekaligus memenuhi jurang ilmu dalam sektor pembangunan perumahan negara. Impak kajian ini boleh dijadikan panduan dalam proses membina rumah kepada penjawat awam di seluruh Malaysia tanpa mengurangkan kualiti rumah sedia ada.

The current Malaysian housing market is becoming more mature as buyers are more selective in choosing a home before making a house purchase decision. The monthly payment of the housing loan that requires 60% of the total monthly salary has stimulated the buyers to monitor many factors as it involves large amount of money and long commitment period. Therefore, this study revolved around the factors that influence housing purchase decision of the Civil Servants Reserved Unit (CSRU) in Putrajaya. The non-probability quantitative methods and convenience sampling were utilized with the involvement of 269 respondents consisting of CSRU homebuyers in Putrajaya. Mean descriptive analysis was used to answer the objectives of the study. The main factor influencing CSRU housing purchase decision is the location factor, followed by structural factor, and finally, financial factor. In conclusion, housing sector stakeholders should implement the findings of the study as it proved the influence of those factors in the decision to purchase CSRU houses while minimizing the knowledge gap in the national housing development sector. The impact of this study can be used as a guide in the process of building houses for civil servants throughout Malaysia without reducing the quality of existing houses.
